摘要：从PPP项目前期决策的视角，对比分析各部门发布的有关PPP项目前期政策文件，发现这些政策文件本身存在不完善不系统的问题，且政策之间存在着不协调不一致的问题。针对每一项问题，提出改善目前PPP前期工作内容、程序、方法的对策建议。

Abstract：From the perspective of the prior period decision making of PPP project，this paper compares and analyzes the various pre-PPP policy documents released by various departments，finds that these policy documents are imperfect and unsystematic，and there is lack of coordination between policy inconsistency.For each problem，puts forward the countermeasures and suggestions to improve the current pre-PPP work content，procedures and methods.
