摘要：基于分析经营性PPP项目全寿命周期内存在的风险因素，构建经营性PPP项目风险关键影响因素结构方程模型，求得项目总风险与其风险影响因素之间的关系，并得到风险因素各自权重。结合风险因素在政府方与社会资本方之间的合理分担，提出一种合理的双方利益分配方法，以期对经营性PPP项目利益分配具有一定的实践指导价值。

Abstract：On the basis of analyzing the risk factors of the operational PPP projects throughout the life cycle，this paper establishes the structural equation model of the key risk factors of operational PPP projects，obtains the relationship between the total project risk and its risk factors and gets their own weights. Combined with the reasonable sharing of risk factors between the government and social capital，puts forward a reasonable method for the distribution of benefits between the two parties，in order to provide practical guiding significance to the benefit distribution of operational PPP projects.
