摘要：在梳理建筑工程索赔的涵义与分类的基础上，探讨建筑工程索赔的依据与步骤，分析影响建筑工程索赔的若干困境：建筑企业对工程索赔的认识存在误区、缺乏工程索赔的专业人才、缺乏规范的内部索赔管理等。针对索赔过程中存在的问题，提出相关应对策略，包括正确认识索赔问题，加强工程索赔意识；建立工程索赔机构，健全内部索赔机制；提高索赔人员素质，加强工程索赔管理等。

Abstract：On the basis of combing the meaning and classification of construction engineering claims，this paper discusses the basis and steps of the construction engineering claims，analyzes several difficulties of the construction engineering claims，such as misunderstanding the engineering claims by construction enterprises，lacking professionals for engineering claims，lacking standard internal claim management etc. In view of the problems existing in the process of claim，puts forward the related countermeasures，including understanding claim problems correctly，strengthening the consciousness of engineering claims，establishing an engineering claim organization，perfecting internal claim mechanism，improving the quality of the claim personnel，strengthening engineering claim management and so on.
