摘要：工程变更及现场签证审核是工程结算造价审计的重点，也是控制审计风险的关键环节。以维修养护及防汛抗旱项目竣工结算造价审计为例，阐述政府投资项目工程变更及现场签证审核中遇到的一些常见问题，包括工程变更及现场签证不合规、不真实以及签证中新增项目的综合单位不合理，并结合实际案例提出应对策略，例如结合竣工图审查工程的变更量，深入项目现场实测、全面分析，调研考实，审核新增项目综合单价与实际实施方案、实施内容是否对应等，以期为工程结算造价审计提供参考。

Abstract：Engineering change and site visa audit are the focus of project settlement cost audit，also the key link to control the audit risk. Taking the completion settlement cost audit of maintenance and flood prevention and drought resistance project as an example，this paper expounds some common problems encountered in the government investment project engineering change and site visa audit，such as disagreement and unreality of engineering change and site visa，unreasonable comprehensive unit price of the new items in the visa. Combined with the actual cases，puts forward the countermeasures to deal with these problems，including checking the change of the project with the completion map，in-depth field survey，comprehensive analysis and investigation，aduiting the new items’ comprehensive unit price and the actual implementation plans，contents whether be corresponding or not，in order to provide references for project cost settlement aduit.
