摘要：分析老旧小区传统改造模式和现存的问题，探讨社会资本参与老旧小区综合改造的价值或优势，阐述“社会资本与小区业主利益捆绑”、“商业捆绑开发改造”和“旧区改造+物业管理”三类新型老旧小区综合改造模式，着力将老旧小区的功能提升和资本市场的对接相融合，并提出政策保障建议。

Abstract：This paper analyzes the traditional reconstruction modes of old neighborhood/ community and the existing problems，explores the value or advantage of social capital to participate in the comprehensive reconstruction of old neighborhood/community，expounds three kinds of new old neighborhood/community reconstruction modes，including interest bundles of social capital and residential property owners，business bundle development and reconstruction，old district transformation + property management，which focus on the integration and docking of the old residential function promotion and the capital market，and puts forward policy proposals to ensure.
