摘要:分析老旧小区传统改造模式和现存的问题,探讨社会资本参与老旧小区综合改造的价值或优势,阐述“社会资本与小区业主利益捆绑”、“商业捆绑开发改造”和“旧区改造+物业管理”三类新型老旧小区综合改造模式,着力将老旧小区的功能提升和资本市场的对接相融合,并提出政策保障建议。

Abstract:This paper analyzes the traditional reconstruction modes of old neighborhood/ community and the existing problems,explores the value or advantage of social capital to participate in the comprehensive reconstruction of old neighborhood/community,expounds three kinds of new old neighborhood/community reconstruction modes,including interest bundles of social capital and residential property owners,business bundle development and reconstruction,old district transformation + property management,which focus on the integration and docking of the old residential function promotion and the capital market,and puts forward policy proposals to ensure.
