摘要：PPP模式具有提高项目实施的效率和绩效水平、改善公共服务的质量、节约成本等优势，但是各国的PPP模式发展过程中都遇到了很多障碍。在文献综述的基础上，识别我国PPP模式应用在社会环境、公共主体和项目管理三个方面存在的障碍因素，并对重要的障碍因素进行阐述。

Abstract：PPP model has the advantages of improving the efficiency and performance of projects and the quality of public service，as well as reducing the delivering cost. However，barriers have been met in applying the PPP model in different countries. On the basis of literature review，this paper identifies the barrier factors in applying the PPP model in China from three aspects of social environment，public entity and project management，and expounds the important barrier factors in detail.
