摘要：PPP项目融资难问题长期存在，导致项目推进慢，衍生了很多不规范问题。分析PPP项目的融资难问题，基于三方行为视角阐述融资难的根源，结果表明根源在于主要利益相关方的风险分担及防范机制没有系统构建起来。最后基于三方协作视角，提出破解融资难的思路与建议，包括合理机制设计、优化制度安排，防范“金、政、企”三方可能出现的短期主义、机会主义。

Abstract：Financing difficulties for PPP Projects have long existed，which leads to low promotion speed and some irregularities. This paper analyzes the financing difficulties of PPP project，and elaborates the root of financing difficulties based on the perspective of three party behavior. The results show，the risk sharing and prevention mechanism of the major stakeholders that does not systematically build is the root of the problem. Finally，based on the perspective of the three-party cooperation，puts forward the ideas and suggestions to solve the financing difficulties，including the rational mechanism design and the optimization of the system arrangement，in order to prevent the possibility of sopia and opportunism of the three-party.
