摘要：阐述PPP项目咨询业务的主要内容，借助SWOT-PEST方法分析造价咨询单位参与PPP项目咨询业务时的内外部环境，进而明确其开展业务时的优势、劣势、机会和威胁，并基于分析结果从业务承揽和业务操作两方面提出相应的对策建议。

Abstract：This paper expounds the main content of PPP project consulting business，analyzes the internal and external environment of cost consulting enterprises participating in the PPP project consulting business with SWOT-PEST method. Then，clarifies the advantages，disadvantages，opportunities and threats of business consulting for cost consulting enterprises. Finally，provides countermeasures and suggestions from two aspects of business undertaking and business operation based on the results.
