摘要：通过文献检索和interview调查相结合的方式，分析我国现行工程质量保修制度存在的问题。在充分认识到推行工程质量保险意义和处理好三个关键问题基础上，建议强制推行工程质量保险制度，覆盖房屋建筑工程质量保修期内、外，以达到真正保护业主的房屋质量保修权益。

Abstract：Through the combination of literature retrieval and interview investigation，this paper analyzes the existing problems of the current project quality warranty system in China. On the basis of fully realizing the significance of carrying out the engineering quality insurance and dealing with three key issues，suggests to enforce the engineering quality insurance system for covering the quality warranty period of housing construction projects，so as to truly protect the owner's building quality warranty rights and interests.
