摘要：梳理北京市综合管廊概况，对比北京未来科技城、通州运河北环环隧等典型综合管廊项目的投资运营模式，剖析项目投资运营的现存问题及成因。在此基础上，提出引入社会资本、规范入廊管理、实行有偿使用、鼓励统一规划建设运营等建议，为完善北京市综合管廊投资运营模式提供思路。

Abstract：This paper combs the general situation of Beijing comprehensive utility tunnel，compares the investment and operation mode of the typical utility tunnel projects such as Beijing future science and technology city and Tongzhou canal north central tunnel and other typical utility tunnel projects，and analyzes the existing problems and causes of project investment and operation. Based on this，puts forward some practical suggestions of introducing social capital，standardizing the management of the entrance to the utility tunnel，applying compensated use mode and encouraging unified management，so as to provide ideas for improving the investment and operation mode of Beijing comprehensive utility tunnel.
