摘要：基于上海及杭州部分城轨项目土建施工监理的招标实践，从标段规模与投标人、评标办法与中标人、中标价与中标率六个方面阐述此类项目的施工监理竞标格局，并分析其表现出的特征。提出招标人可将城轨项目的部分施工监理标进行适当合并等建议，以吸引更多的投标人参与并为其规模经营创造前提条件。

Abstract：Based on the bidding practice of civil construction supervision of some urban rail transit projects in Shanghai and Hangzhou，this paper expounds the bidding patterns of construction supervision in urban rail transit projects from six aspects of bid size and bidders，bid evaluation method and the winner，bid price and the rate of winning bid，and analyzes the characteristics. Then，suggests that the tenderee can combine some construction supervision section of urban rail transit projects in an appropriate manner to attract more bidders to participate in and to create a precondition for their scale operation.
