摘要：在合同能源管理市场机制尚不健全的背景下，通过界定双重道德风险下的合同能源管理节能行为与注重用能单位主观评价指标的合同能源管理质量两个概念对契约进行改进。在合同能源管理原有的单一节能数量维度上增加了节能质量和节能行为两个维度，进而搭建合同能源管理的三维结构。三维的合同能源管理合同治理将有助于合同能源管理的健康发展。

Abstract：Under the situation that the market mechanism for energy performance contracting is imperfect，this paper improves the covenant by defining the two concepts of contract energy management energy saving behavior under dual moral hazard and the quality of contract energy management based on the subjective evaluation index of energy consuming units. Then，establishes a three dimensional model which adds two dimensions of energy-saving quality and energy-saving behavior to the original dimension of energy-saving amount. The model can contribute to the development for energy performance contracting.
