摘要：目前建筑施工企业安全生产许可制度在实践中暴露出诸多问题。基于建筑业安全生产特点，分析建筑施工企业安全生产许可制度存在的问题及业内关于改革的代表性观点，从科学界定安全生产条件、合理处罚事故企业、加强动态监管等方面，提出改革创新建筑施工企业安全生产许可制度的对策建议。

Abstract：At present，the safety production permit system in construction enterprises exposes many problems in practice. Based on the characteristics of construction industry safety production，this paper analyzes the problems existing in the safety production permit system of construction enterprises and the representative views of the reform in the industry. Then，puts forward the suggestions on the reform and innovation of safety production permit system for construction enterprises from defining scientifically safe production conditions，punishing reasonably accident enterprises，strengthening dynamic supervision and other aspects.
