摘要：阐述模拟清单的概念、适用范围，分析模拟清单在实际运用时的利弊，提出模拟清单在实际运用过程中有效规避风险的措施与注意要点，以期使得模拟清单在实际工程中被更加合理地应用。

Abstract：This paper explains the concept，application scope of the simulation bill，analyzes the advantages and disadvantages in the simulation bill application，puts forward some measures and key points to effectively avoid risks in the process of simulation bill application，in order to make the simulation bill be used more rational in actual project.
