摘要：以某市综合管廊项目为例，采用物有所值评价和财政承受能力论证评估方法，通过测算、分析进行项目前期的识别论证，得出该项目采用PPP模式运作可行。在上述基础上，提出综合管廊项目进行PPP模式运作需满足的条件，为PPP模式的推广提供参考。

Abstract：Taking one utility tunnel as an example，this paper uses value for money evaluation and financial affordability evaluation method，concludes that the project using PPP model is feasible through the calculation and analysis of the project early identification argument. On the basis，puts forward some suggestions that the utility tunnel project should meet the requirements of PPP model operation，in order to provide references for the promotion of PPP model.
