摘要：在分析我国工程价格形成机制的特点和工程量清单计价规范作用的基础上，明确定额及定额在工程价格形成中的作用，提出不仅不能以任何形式否定、弱化定额的作用，而且要从工程计价的需求出发，研究、完善不同类型定额的编制和应用的观点。

Abstract：Based on the analysis of characteristics of price forming mechamisms and the roles of specification for valuation of bill of quantities，this paper clearifies the quota and its role in price forming，proposes the view that the role of quota can not be negated or weaken，and the compilation and application of different quota types should be researched and perfected from the demand of engineering valuation.
