摘要：PPP+EPC模式在我国实际应用中存在很多问题，包括审批权责不够明晰、风险管理难度大、政府财政拨款压力大、操作规程不适用、利益分配不合理、有关法律制度不健全、与相关金融措施无法匹配等，对此提出相应的解决对策，以期提高建设企业运用PPP+EPC模式的效率。

Abstract：This paper analyzes the problems existing in the actual application of PPP+EPC model，such as powers and responsibilities of approval is not clear，the risk management is difficult，the pressure of government finanical appropriation is great，operating procedures are not applicable，distribution of interests are unreasonable，the legal system is not sound，it is unable to match with related financial measures. In view of the problems，puts forward the corresponding countermeasures，in order to improve the efficiency of using PPP+EPC mode for construction enterprises.
