摘要：采用案例分析方法，研究施工项目技术管理的实践机制。基于石油化工施工项目技术管理实践探讨施工项目技术管理体系、责任制、管理制度、规范等，以及施工后项目技术管理实践机制。以科威特——27号集油站施工项目为例，进一步探讨施工项目技术管理活动及其规律性。

Abstract：By using case analysis method，the paper researches the practice mechanism of construction project technical management. Based on petrochemical construction project technical management practice，discusses the construction project technical management system，responsibility system，management system，standard，etc，as well as the after construction project technical management practice mechanism. Taking an example of construction project in Kuwait，further discusses the construction project technical management activities and its regularity.
