摘要：以济南CBD市政基础设施工程为例，以进度、投资、质量为考核目标，筛选出工程量与工期、技术管理、合同管理、建设环境等标段划分的影响因素，采用综合分析和专家打分的方法研究确定标段数量和范围。工程实践表明，该分类方式有利于工程进度、投资、质量、合同及技术管理，标段划分科学合理。

Abstract：Taking Jinan central business district’s municipal infrastructure project as an example，the paper chooses the progress，investment and quality as assessment objectives，and selects the influence factors of project quantity and schedule，technology management，contract management，construction environment for bid division. Using comprehensive analysis and expert ratings methods，determines the number and contents of sections. Engineering practice shows that the bid division method is benefit to progress，investment，quality，contract and technology management，so it is scientific and rational.
