摘要：通过文献梳理，结合PPP项目特点，提出PPP私人部门评价初步指标，再利用问卷调查的结果，根据重要性最终确定包括私人部门财务能力、技术水平、管理能力、经验业绩、信誉水平及环境与安全6个一级指标和18个二级指标，并利用李克特5级打分法给出各指标评分标准，建立PPP私人部门选择评价指标体系。在此基础上构建熵权—双基点法的评价模型，并以实例进行验证。

Abstract：Through the interrelations of literatures and the features of PPP projects，the paper puts forward PPP private section’s evaluation indicators，determines six primary indicator of financial capacity，technological level，management ability，private section’s performance and achievements，credit level，environment and safety，and eighteen secondary indexes according to the importantce resulted from the questionnaire survey. Then，gives the evaluated standard by way of Likert 5-points and establishes the system of PPP private section evaluation. Builds the evaluation model of entropy-double point method，and illustrates by example.
