摘要：PPP模式越来越多地被应用于我国公共服务领域、基础设施建设领域，PPP项目成功与否对国计民生影响重大。综述国内外PPP项目关键成功要素的文献，得出6个一级指标、27个二级指标的PPP项目关键成功要素。基于国内31个、国外10个典型PPP项目的成功/失败原因分析，得出公共主体因素、合同因素都是国内外PPP项目最重要的两个关键成功要素，而法律因素在所有的成功要素中相对不太重要。研究成果对我国PPP理论和实践有一定的参考价值。

Abstract：PPP model is more and more applied to the field of public service and infrastructure construction in China，the success of PPP project has great impact on national economy and people’s livelihood. This paper reviews the literatures about the key success factors of PPP projects at home and abroad，identifies 6 first-level and 27 second-level critical success indicators. Through case analysis on the success and failure factors of 31 domestic and 10 international typical PPP projects，finds that public entity and contract are two of the most significant factors for PPP project success，while the law is less important with comparison to other factors. The findings are valuable for the development of both PPP theory and practice in China.
