摘要：技术措施的充分运用是节约铁路项目投资的重要抓手。针对铁路项目建设施工过程的投资控制，梳理、分析科学编制和优化建设组织方案、详细调查地质条件等五类控制技术措施，并结合具体项目实践，展示技术措施的具体应用及其效果，证明技术措施是建设实施阶段投资控制的基本途径和有效手段。

Abstract：The application of technical measures is an important grasp for saving investment in railway project. In view of the investment control in the construction process of railway project，the paper combs and analyzes five kinds of technical measures named scientificly making and optimizing the organizational plans，carrying detailed investigation of geological conditions and so on. Combined with specific project practice，shows the specific application and effect of technical measures，proves that technical measures are basic ways and effective means for investment control in the implementation stage.
