摘要：阐述海外电力投资项目主要参与方及其协议关系，分析项目风险因素和分担基本原则。以巴基斯坦进口煤电BOO项目为例，分析前期开发、建设阶段、运营阶段、持续性等具体风险的分担，以期为其他海外电力投资项目开发实践提供参考和借鉴。

Abstract：This paper elaborates the main stakeholders and their contractual relationship，analyzes the project risk factors and risk sharing principle. Taking the imported coal-fired power BOO project  in Pakistan as an example，analyzes the concrete risk sharing of prophase development，construction stage，operation stage and sustainability，so as to provide reference for other overseas power investment project development practice.
