摘要：投资控制是科研单位基建项目管理的一项重要内容。阐述如何科学制定投资控制目标，并从决策、设计、施工、结算等方面分析投资控制的策划与实施，为科研单位基建项目的投资控制提供参考。

Abstract：Investment control is an important content of the capital construction project management of the research institutes.The paper elaborates how to set up the scientific investment control objective，and analyzes the planning and implementation of investment control from the aspects of decision-making，design，construction and settlement，so as to provide references for the investment control of the capital construction project.
