摘要：阐述高校基建领域采购招标实践中存在的普遍问题，分析与思考无视法律法规、自由操作招标、单位同体监督、职能监控缺位等现象，同时提出法规补课学习、强化防纠堵治、社会效益优先、职能监督补位等建议对策。

Abstract：This paper expounds the common problems existing in the practice of bidding of basic construction in universities，analyzes and considers the unregulated phenomena such as disregard of laws and regulations，unregulated bidding，lack of supervision，etc. Meanwhile，puts forward some suggestions，including making up laws and regulations，strengthening the precaution-rectification-blocking-governing process，giving priority to social benefits and coverage of functional supervision，etc.
