摘要：特大型桥梁项目因存在技术复杂、投资额大、建设周期长等特点，投资管理工作较一般公路、市政工程要复杂和困难许多，而应用PPP模式比一般投资管理需要考虑的环节更复杂。分析PPP投资模式下政府方在项目前期、设计、招标阶段的投资控制的影响因素，并提出相应的控制措施，以利于更好地进行特大型桥梁PPP项目投资的控制和管理。

Abstract：The investment management of super large bridge project is more complex and difficult than general highway and municipal engineering due to the existence of characteristics of complex technology，huge investment，long construction period. It is more complex to consider than the general investment management does when using PPP model. This paper analyzes the influencing factors of investment control of the government in the project prophase，design and bidding stage under the PPP investment mode，and puts forward the corresponding control measures，in order to carry better control or management upon super large bridge PPP project.
