摘要：以神东公司为例，分析公司在项目建设各阶段工程造价管控情况及存在的问题，并根据全过程工程造价管理理论提出决策、设计、发承包、施工、竣工结算各阶段的改进措施，为进一步管控工程造价提供参考。

Abstract：Taking Shendong company as an example，this paper analyzes the engineering cost control situation and existing problems at various stages of the project. According to the whole process engineering cost management theory，puts forward the improvement measures of decision-making，design，contracting，construction and completion settlement，in order to provide reference for further control of engineering cost.
