摘要：在PPP模式在我国基础设施和公共服务领域规范推广、硕果累累的背景下，分析PPP项目全生命周期管理与咨询的定义、意义、特点，并同传统项目管理与咨询进行对比分析，提出PPP项目全生命周期管理的核心理念。围绕政府方和社会资本方在PPP项目全生命周期不同阶段管理需求，分别阐述其PPP项目全生命周期管理与咨询服务的内容。

Abstract：Under the background of PPP mode standardized promotion and fruitful achievements in infrastructure and public service area of China，the paper analyzes the definition，significance and characteristics of PPP project full life-cycle management and consulting compared with traditional project management and consulting，and puts forward the core idea of full life-cycle management.Then，respectively expounds the content of full life-cycle management and consulting service round different requriements of the goverment and the social capital during the project’s full life-cycle.
