摘要：PPP项目包括项目识别、项目准备、项目采购、项目执行、项目移交五个阶段，识别是起始阶段，也是关键阶段。以高陵生活垃圾无害化处理工程PPP项目为例，阐述项目识别阶段的物有所值评价方法和评价过程中参数的选取，以及财政承受能力的测算原理、测算方法，为类似PPP项目的开展提供参考。

Abstract：PPP project generally consists of 5 stages：identification，preparation，procurement，implementation and handover. Identification is the initial stage and a crucial stage of PPP project. Taking the Gaoling living garbage harmless treatment project as an example，this paper discusses the evaluation method of value for money and the selection of parameters in the process of project identification，and the calculation principle and methods of financial capacity evaluation involved in the identification stage，in order to provide references for the development of similar PPP projects.
