摘要：为了解决传统建设工程材料设备询价采购过程中面临的询价难、定价乱等难题，政府相关部门会同社会资本构建顺应信息时代发展要求的询价采购网络服务平台。首先阐述询价采购网络服务平台建设的相关情况，然后分析询价采购网络服务平台采用PPP模式的必要性与可行性，最后介绍询价采购网络服务平台的构成，包括价值定位、目标客户、客户关系、资源配置等，以期为解决询价采购问题提供参考。

Abstract：In order to solve the problems of difficult inquiry and disordered price in the process of inquiry and purchase of materials and equipment in traditional construction projects，the relevant government departments in conjunction with social capital builds the network service platform for the development requirements. This paper expounds the relevant situation of the construction of inquiry and purchase network service platform，then analyzes the necessity and feasibility of inquiry and purchase network service platform using PPP mode，finally introduces the composition of network service platform，including value orientation，target customer，customer relationship and resource allocation，in order to provide reference for solving the problems of inquiry and purchase.
