摘要：阐述我国基础设施建设应用PPP模式的三个发展阶段，基于典型工程案例分析，提出规范政府行为、科学定位项目结构、提升企业综合实力、规范合同条款以及加强风险管理等建议，以优质高效地推进PPP模式在我国基础设施项目中的应用。

Abstract： This paper expounds the three stages of PPP model application in China’ s infrastructure construction.Based on the analysis of typical engineering case， puts forward a series of proposals such as standardizinggovernment behavior， locating project structure scientifically，enhancing enterprise comprehensive strength，standardizing contract terms and strengthening risk management，in order to promote the application of PPP model in China’ s infrastructure projects.
