摘要：合同能源管理在中国的发展仍面临许多问题，其中最大的障碍是融资问题。在节能效益分享型模式的基础上，引入保险机制和第三方评估机构，给节能服务公司的节能改造行为增信，形成改进的节能效益分享模式，然后对改进模式进行评价，验证改进模式的优越性，并给出改进模式在我国推广的对策建议。

Abstract：The development of energy performance contracting is still facing many problems in China，the biggest obstacle is the financing problem. Based on the energy-saving benefit sharing model，this paper introduces the insurance mechanism and the third party evaluation organization to increase the credit of energy service company’s energy saving reform behavior，and forms the improved energy-saving benefit sharing model. Then，evaluates the improvement mode to verify the superiority of the model. Finally，puts forward some suggestions to promote the development of EPC.
