摘要：针对工程评标中常用的经评审的最低投标价法，阐述最低评标价的准确含义，包括“最低评标价”不是最低投标报价，“满足实质性要求”是判定该投标文件为有效投标的关键因素以及“不低于成本”是指投标人的个别成本，然后解决评标时判定投标人投标报价低于成本价的经典难题，并分析商务标实质性评审的要点，以期为工程项目的顺利开展打下良好基础。

Abstract：In view of the lowest bid price method after review，which is commonly used in engineering evaluation，the paper expounds the exact meaning of the lowest evaluated bid，including “the lowest evaluated bid” is not the lowest bid price，“meeting the substantive requirements” is the key factor in determining the validity of the tender document and “no less than the cost” is the individual cost of the bidder. Then，solves the classic puzzle of how to judge the bidder below the cost price，and analyzes the significant evaluation of the commercial bid，so as to lay a good foundation for the smooth development of the projects.
