摘要：总结PPP模式在保障房应用中的主要形式，分析存在的缺乏针对性法律法规、社会资本介入动力不足、缺乏长期的金融政策等问题，并提出PPP模式在保障房应用中的发展建议，包括构建良好的政策法规环境、建立畅通的融资渠道、构建合理的风险分担模型等。

Abstract：The paper summarizes the main forms of PPP model in the application of security housing，analyzes the existing problems such as lacking specific laws and regulations，lacking motivce force of social capital intervention of power，lacking long-term financial policy，then puts forward some suggestions for the development of PPP model in the application of security housing，including constructing the favorable regulatory environment，establishing the smooth financing channels，constructing the reasonable risk sharing model.
