摘要：基于PPP项目的短期、中期和长期目标，并在结合项目相关方满意度需求基础上，采用深度访谈方式，提出五维度PPP项目持续改进绩效评价标准。并基于结构化问卷调查结果，运用结构方程模型，对该评价标准的有效性和适用性进行验证。研究表明五维度持续改进绩效评价标准能够有效评定我国情境下PPP项目实施绩效，但各维度重要性有所差别。研究结果能够为PPP项目绩效评定提供借鉴和参考，促进PPP模式在中国的可持续发展。

Abstract：With the considering of short-term，medium-term and long-term objectives of PPP projects as well as stakeholders’ interests，the paper builds the five-dimensional criteria to evaluate and to continuously improve PPP projects’ performances according to depth interviews. Based on the results of structured questionnaire survey，uses the structural equation model to verify the validity and feasibility of the criteria. Research shows that the five-dimensional criteria was useful to appreciate PPP projects’ performances in China，although the importance of each dimension varies. The findings could be referred to the practice of PPP projects’ performances evaluation so as to accelerate the implementation of PPP approach in Mainland China.
