摘要：分析设计院面临的发展滞障，阐述设计院在PPP模式下的发展机遇，即有利于提升自身话语权，有利于推进基础设施建设，有利于提升人才竞争力。提出设计院在PPP模式下的发展建议，主要包括布局产业化、推进设计-施工总承包发展，强化管理、组成SPV公司，聚焦专业化、实现品牌效应等。

Abstract：The papper analyzes the design institute’s development lags，and expounds the development opportunity of design institutes in PPP mode，such as improving the right to speak，promoting infrastructure construction，and improving the competitiveness of talents. Puts forward the recommendations for the design institutes’ development，including the layout of industrialization and promoting the design - construction general contract development，strengthening management and composing SPV company，focusing on specialization and achieveing brand effects.
