摘要：针对不可抗力引起工程停工的索赔处理问题，以某核电站建设项目为例，梳理索赔处理的工作流程，重点探讨承包人运用实际费用法计算停工期间的各项费用，阐述索赔谈判方案的策划、分析与评估，以期保障合同各方合理的经济利益，促进建设工程索赔的健康发展。

Abstract：In view of the problem of the claim settlement of project shutdown caused by force majeure，taking a nuclear power plant construction project as an example，the paper combs the workflow of claim settlement，discusses emphatically the contractor to calculate the cost of downtime by the actual cost method，and elaborates the claim negotiation plan，analysis and assessment，in order to protect the interests of contract parties reasonable economic and promote the healthy development of the construction project claim.
