摘要：政府投资项目的资金主要来源于政府负债或政府财政，如何保证政府投资项目的效益最大化，是政府投资项目造价管理的目标。以X市奥体中心政府投资项目为例，分析其在造价管理方面存在的问题，并提出相应的对策，以期更好地发挥政府投资的带动作用。

Abstract：The capital of government investment projects mainly comes from government debt or finance. The goal of cost management is to ensure the maximum benefit of the government investment projects. Taking the government investment project of X city Olympic sports center as an example，the paper analyzes the problems of the cost management in the project，and puts forward some corresponding countermeasures to better play the leading role of government investment in social and economic aspects.
