[摘　要]　前期策划评价不同于决策阶段的项目评估，首先根据二者的比较对前期策划评价的定义进行了阐释，然后着重介绍了PDRI-Building Projects的结构及其评价方法和步骤，最后分析了该评价指标体系对策划者的指导作用。

Abstract: Appraisal of pre-planning is different from project evaluation in the phase of decision-making. First of all, based on the comparison of the two concepts, this paper gives the concept of appraisal of pre-planning, and then introduces the structure and procedures of PDRI-Building Projects with great emphasis. Finally, the paper analyzes that it can also serve to guide project planners.
