摘要：分析大型公共建筑群建设项目造价管理特点及难点，从管理理念及模式着手探讨此类项目造价管理的有效方式，提出综合性造价管理、前期充分调研、积极与设计互动、全方位风险动态跟踪控制等新型管理理念，并设计矩阵式造价管理模式，为解决大型公共建筑群建设项目造价管理问题提供参考。

Abstract：The paper analyzes the characteristics and difficulties of the construction project cost management of large-scale public building complexes，from the management concept and model，discusses the effective way of cost management of such projects，proposes a series of new management ideas including comprehensive cost management，ample survey at earlier stage，positive cooperation with the design，full range and whole process of risk dynamic control，and designs matrix cost management model，in order to provide reference for solving the large public building complexes construction project cost management issues.
