摘要：研究五方责任主体制的内涵，结合工程案例分析其存在的问题。从建设单位与专业人士话语权的平衡度、界面工作的责任落实度、工程质量安全风险保障的可控度三个方面对首席监造人制与五方责任主体制进行对比分析，结果表明首席监造人制更有利于保证界面责任落实、工程质量安全、各责任主体责任的合理分担和最终用户的切身利益。

Abstract：This paper studies the content of the five responsible parties system，and discusses the problems which have been illustrated case studies on some quality and safety accidents. Then，makes a comparative analysis of the chief architect/engineer system and the five responsible parties system from the aspects of power balance between the owner and the professional，the responsibility allocation of work-interfaces and the assurances of the quality and safety. The result shows that the chief architect/engineer system has advantages on the responsibility allocation of work-interfaces，the quality and safety assurance，reasonable share of all parties’ responsibility，and vital interests protection for the end users.
