摘要：从建设单位角度探讨建设工程全过程成本管理，归纳出全过程成本管理的主轴线技术是目标成本的不断收敛，同时必须运行合同管控、资金计划、经济比选、风险应对四条辅助技术路线，以促进建设工程从投资估算逐级顺畅走向项目竣工决算，以实现投资成本控制目标。

Abstract：This paper discusses the whole process cost management of construction projects from the perspective of construction unit，concludes that the main axis technology of the whole process cost management is the continuous convergence of target cost，and four auxiliary technical routes must be operated，such as contract management and control，capital plan，economic comparison and risk response，in order to promote the construction projects investment estimation from the smooth completion of the project step by step to final，and achieve the investment objectives of cost control.
