摘要：基于文献研究及专家访谈等方法，识别准经营性基础设施PPP项目合作伙伴选择初步指标，包括7个初步评审阶段指标，33个详细评审阶段指标。设计问卷对指标进行评估，通过T值检验和方差分析，对详细评审阶段的33个指标进行筛选，构建合作伙伴选择指标体系，最后运用ANP法确定指标的权重。

Abstract：Based on the methods of literature research and expert interview，the paper identifies indicators of partner selection，including 7 preliminary review stage indicators，and 33 detailed review stage indicators. Then，designs the questionnaire to evaluate the indicators. Finally，filters the 33 indicators of detailed review phase by T test and variance analysis，constructs the the index system of partner selection and determines the weight of the partner selection index by ANP method.
