摘要：从政策导向、参与方需求、运作基础和实践经验方面对特色小镇PPP项目进行可行性分析。根据PPP模式特点和我国特色小镇发展现状，构建特色小镇PPP项目的组织结构、运作流程，并提出模式运作的关键问题。最后提出促进特色小镇PPP项目建设的建议，为特色小镇建设提供借鉴参考。

Abstract：From the policy orientation，the participant’s demand，the operation foundation and the practical experience，the paper analyzes the feasibility of characteristic town PPP projects. Then，according to the development status of characteristic town and the characteristics of PPP model，builds the project organization structure and operation process of characteristic town PPP projects，proposes the key problem of PPP model operation.Finally，puts forward suggestions to promote the construction of characteristic town PPP projects，in order to provide reference for the town construction.
