摘要：介绍有效最低价评标办法中运用中位值法确定最低成本价，并探讨其中的中位值计算方法、抽取值、摇号等问题。结合实例，指出中位值法与全部投标报价平均数确定最低成本价不同的原因。研究表明：采用中位值计算最低成本价能使得数据中位值不受个别极端变量值的影响。

Abstract：This paper introduces the calculation process of determining the lowest cost price by using the median value method in the bid evaluation method of the lowest effective price，and discusses the calculation methods of the median value，the extraction value and the lottery. Through examples，points out the cause of differences between the median value method and the average price of all bids to determine the lowest cost price. The analysis shows that using the median value to calculate the lowest cost price can make the value of the data be not affected by the value of individual extreme variables.
