摘要：以西藏旁多水利枢纽工程坝肩开挖高陡边坡生态修复工程为研究对象，分析价值工程理论在生态护坡工程施工成本管理中的应用。运用价值工程确定各分项工程的功能指数、成本指数，价值指数，计算理论预算成本，并对理论预算成本进行修正，得到修正理论预算成本。经比较，修正后的理论预算成本比修正之前降低了17.4875万元，总成本降低了2.79%。

Abstract：Taking the ecological restoration engineering of high-steep slope in Xizang Pangduo key water control project as research object，this paper analyzes the application of the value engineering in the cost management of ecological slop-protected engineering. Using value engineering，determines the function index，the cost index and the value index of each sub-projects，and calculates the theory of budget cost，revises the theory of budget cost，obtains the correctional theory of budget cost. Through comparison，the correctional theory of budget cost decreased 174875 yuan than before correction，and the total cost reduced by 2.79%.
