摘要：城市化建设进程中，我国多数城市面临基建工程造价失控等问题。分析城市基础设施系统造价管理存在投资结算超预算、造价管理缺乏系统性等问题，阐述关联基础设施系统造价评估的重要性，进而提出基于非正常投入产出模型的城市关联基础设施系统造价评估体系。

Abstract：In the process of urbanization，most cities are faced with the problems of infrastructure construction cost out of control. The paper first analyzes the problems of cost management of urban interdependent infrastructure system，such as the investment settlement over budget，and cost management is not systematic. Then，expounds the importance of the cost assessment of interdependent infrastructure system. Finally，puts forward the assessment system of the cost of interdependent infrastructure system based on the inoperability input-output model.
