摘要：为实现财政投资的科学化、精细化管理，必须着力加强监督和管理职能，确保财政投资科学、安全、合理使用。分析财政投资项目工程造价控制存在的问题及其产生原因，从规范制度、源头预防等角度提出完善财政投资项目工程造价控制的建议，为新常态下财政投资项目管理提供参考。

Abstract：In order to realize the scientific and fine management of the financial investment，it is necessary to strengthen the function of supervision and management，ensure the scientific，safe and rational use of financial investment. The paper analyzes the problems of the financial investment projects cost control and the corresponding reasons，puts forward the scientific advices for cost control of financial investment projects from the aspects of standardizing current system，source prevention and so on，in order to provide references for financial investment projects management under the new normal.
