摘要：识别出精准扶贫十大工程中可采用PPP模式的具体工程。在上述基础上，分析可能的PPP模式捆绑开发机制：一方面，可将营利性与公益性扶贫工程捆绑于一份PPP合同中，利用前者的“正选择性激励”引导社会资本进入公共领域；另一方面，贫困地区政府可平行开展多项扶贫工程PPP项目，利用项目之间现金流的互补实现多项扶贫工程统筹开发。

Abstract：This paper identifies the specific projects that can adopt PPP mode from the ten major engineering of targeted poverty relief. On the basis of the above，analyzes the possible tied-in pattern among the ten major engineering. On the one hand，the profit and the non-profit projects can be bundled in one PPP contract，and the “selective incentives” of the profit project will induce private sector into public domain. On the other hand，governments could develop a number of projects simultaneously，and use complementary cash flow between the profit and the non-profit projects to achieve overall development.
