摘要：对比《示范文本》通用合同条款与FIDIC银皮书的合同内容，分析两者在监理人、承包商、索赔条款的异同之处。根据对比结果，提出提高履约能力、设计激励合同、建立标准化管理机制等相应措施。

Abstract：This paper makes a comparison between the general contract terms of the “construction project general contract model text” and the contents of the contract of FIDIC silver book，analyzes the differences and similarities in the provisions of the supervisor，the contractor and the claim. According to the comparison results，puts forward the corresponding measures to improve the ability to fulfill the contract，design the incentive contract，establish the standardized management mechanism.
